RIAA Says It Doesn't Target Small Downloaders

KC Star reports that the RIAA told Minnesota Sen. Norm Coleman that they are not targeting "'de minimis' users... and preparing lawsuits only against individual computer users who are illegally distributing a substantial amount of copyrighted music."

AP Writer Frommer goes on to say that the RIAA declined to quantify the phrase "a substantial amount."

I say what about all those subpoenas targeting users offering 8 mp3s for download?

Earlier: Sen. Coleman said he is concerned the campaign could ensnare innocent people, such as parents and grandparents whose computers are being used to download music by their children and grandchildren.
